Changes effective from 1 October 2024

A. Premium Adjustments (Renewal from 1 October 2024)

We are committed to providing our policyholders with comprehensive healthcare coverage through our PRUShield plans. In alignment with the Ministry of Health's introduction of the Cancer Drug List, we have maintained stable premium rates for all Integrated Shield Plan (IP) base plans from 2 September 2022 to 31 August 2024

As this period concludes, we have conducted a thorough review of our portfolio considering factors such as claims experience, medical inflation and healthcare costs in Singapore. Consequently, there will be an upward revision in premiums of PRUShield Premier starting from 1 October 2024. This adjustment will apply to new policies and at the time of policy renewal.

Please note, there will be no premium increase for PRUShield Plus, PRUShield Standard, PRUShield A* and PRUShield B* plans. However, you may observe an increase in your premiums due to GST which was adjusted upwards from 8% to 9% starting from 1 January 2024 or if you own a PRUExtra Supplementary Plan. A premium increase may also occur if you are moving up to a higher age band.

Changes effective from 1 April 2024

A. Enhancement to Cancer Drug Treatment and Services for Multiple Primary Cancers (Effective 1 April 2024)

Effective from 1 December 2023, the Ministry of Health (MOH) has provided higher MediShield Life (MSHL) and MediSave (MSV) limits for patients with multiple primary cancers:

(i)

For cancer drug treatment, the limit is the sum of the highest cancer drug treatment limit among the claimable treatments received for each primary cancer in that month; and

(ii)

For cancer drug services, the limit is twice the current limit for patients with one primary cancer if the patient had received treatment for multiple primary cancers at any point in time within the same Policy Year.

In line with the latest MOH changes, the claim limit of PRUShield and PRUExtra for patients with multiple primary cancers will be increased with effect from 1 April 2024.

This revised benefit has taken effect for all PRUShield base plans (except for PRUShield Standard Plan) and PRUExtra supplementary plans upon renewal from 1 April 2023.

Your PRUExtra supplementary plan will cover non-CDL treatments under drug classes A to E of LIA’s Non-CDL Classification Framework, subject to claim limits. Please refer to LIA’s website at https://www.lia.org.sg/industry-guidelines/health-insurance/framework for more details. The stop loss feature of S$3,000 will not apply to non-CDL treatments.

B. Enhancement of Existing Benefits (Effective 1 April 2024)

Medical technology is constantly evolving and offering new ways to improve your health and well-being. At Prudential, we want to make sure that you have access to the best and most advanced treatments available and, hence, have decided to take this opportunity to align the benefits of our existing PRUShield suite so that the PRUShield suite continues to take care of our customers’ medical needs.

We will be enhancing the following benefits, applicable to new and existing policies from 1 April 2024:

For existing policies incepted before 1 April 2024, the enhanced Congenital Abnormalities Benefit of life assured will apply starting from 1 April 2024, provided that the conditions are first diagnosed by a Registered Medical Practitioner or symptoms first appear on or after 1 April 2024.

The following enhancements will be applicable to new policies from 1 April 2024. For existing policies, the enhancements will apply upon renewal from 1 April 2024:

For the PRUShield Premier plan, the Policy Year Limit is S$2,000,000, provided all claims within the same Policy Year are incurred with Panel Providers. We have listed the hospitals and medical institutions that are our panel providers on our website at https://www.prudential.com.sg/prupanel-connect.

Only if Life Assured is hospitalised for an illness or injury that is not directly or indirectly related to any existing or past illnesses or injuries and only applicable for inpatient hospitalisation. Prudential will not pay for any outpatient, day surgery, pre- or post-hospitalisation expenses, or any other inpatient treatment related to a previously known condition under the Refresh benefit.

On top of that, we will enhance the Claims-based Pricing for the PRUExtra Preferred CoPay supplementary plan to provide better value to customers who utilise our PRUPanel Connect programme. Upon renewal from 1 April 2024, the premium for the PRUExtra Preferred CoPay supplementary plan will remain on the same level if all claims submitted within the review period are treatments by specialists under our PRUPanel Connect programme.

C. Mobile Inpatient Care @ Home (Effective 1 April 2024)

Mobile Inpatient Care @ Home (MIC@Home) is an alternative inpatient care delivery model rolled out by MOH that offers clinically suitable patients the option of being hospitalised in their own homes, instead of a restructured hospital ward. Effective from 1 April 2024, our PRUShield (and PRUExtra Supplementary Plans) will cover for MIC@Home for the following:

  • Inpatient-level services at home (i.e. daily ward and treatment charges)
  • Cost of medical equipment use
  • Nursing care


D. Premium Adjustments (Renewal from 1 April 2024)

For renewals starting from 1 April 2024, there will be an upward revision in premiums for all of the PRUExtra supplementary plans as part of our regular review. This premium adjustment is due to escalating healthcare costs and rising claim incidents and costs in Singapore.

As previously declared, there will be no increase in the premiums for the PRUShield base plan from 2 September 2022 until 31 August 2024. However, please note that a premium increase will be observed due to the GST on premiums, which has been adjusted upwards from 8% to 9% in 2024. Additionally, you may observe a premium increase if you are moving up to a higher age band.

Changes effective from 1 April 2023

A. Cancer Drug List and Update of PRUShield and PRUExtra Benefits (Effective from 1 April 2023)

The Ministry of Health (MOH) has released new guidelines on the cancer drug treatments that can be covered by Integrated Shield Plans.

As part of efforts to reduce the cost of cancer drug treatment and keep premiums sustainable in the long-term, MOH has developed a Cancer Drug List (CDL). The CDL comprises clinically proven and more cost-effective cancer drug treatments (i.e., drugs paired with specified clinical indications, dosage form & strength, for which the drugs can be administered). It currently covers most cancer drug treatments approved by the Health Sciences Authority (HSA). MOH will update it every few months to keep up with medical advancements and the latest clinical evidence.

From 1 September 2022, only cancer drug treatments that are listed on the CDL and administered as per the CDL will be claimable from MediShield Life (MSHL) and MediSave (MSV). For Integrated Shield Plans (including PRUShield), the same change will take effect for policies renewed or purchased on or after 1 April 2023.

If a cancer drug treatment is not listed or not administered exactly as described in the CDL, it will not be claimable. However, customers with a PRUExtra rider will still receive up to S$150,000 coverage on selected cancer drug treatments not listed per the CDL.

With these changes, your policy’s Outpatient Cancer Treatment benefit will be replaced with 2 new benefits; Cancer Drug Treatment benefit and Cancer Drug Services benefit; for policies renewed or purchased on or after 1 April 2023.

  1. Cancer Drug Treatment benefit – Only cancer drug treatments administered as specified on the CDL will be claimable under your Policy, up to the treatment-specific claim limits. Selected outpatient cancer drug treatments beyond the CDL will be claimable under riders. If you are currently undergoing cancer treatment, please consult your doctor early on whether your treatment is on the CDL.
  2. Cancer Drug Services benefit – Services that are part of a cancer drug treatment (including treatments not on the CDL), such as consultations, scans, lab investigations, treatment preparation and administration, supportive care drugs and blood transfusions, will be claimable under the Cancer Drug Services benefit, up to specified claims limits.

Changes will apply to PRUShield Premier, PRUShield Plus, PRUShield Standard Plans and PRUExtra riders.

The claim limit will be a multiple of the MediShield Life Claim Limit (denoted as x), which will vary depending on the plan you have.

The limits are defined as a multiple of MSHL limits available on MOH’s website https://go.gov.sg/moh-cancerdruglist, under “MediShield Life Claim Limit per month”. “5 x MSHL limits” means the insured is covered up to 5 times the MSHL limits.
*** PRUExtra riders will cover non-CDL treatments under drug classes A to E based on LIA’s Non-CDL Classification Framework, up to the annual claim limits, for cancer drug treatments not listed on the CDL. This may be updated from time to time so please refer to the FAQ below for more information. The stop loss feature of S$3,000 will not apply to non-CDL treatments.


Multiple Cancer Drug Treatments

If multiple cancer drug treatments (on the CDL) for the same primary cancer are used within a month, the maximum claim payable from a PRUShield plan that month will be up to the highest claim limit among the treatments, if they are prescribed according to the indications listed on the CDL. However, if multiple cancer drug treatments are used but not according to the indications on the CDL, Only CDL treatments will be claimable.

If multiple cancer drug treatments (on the CDL) for multiple primary cancers are used within a month, the maximum claim payable from a PRUShield plan for that month will be up to the sum of the highest claim limits among the treatments prescribed according to the indications listed on the CDL for each primary cancer.


Support for Patients Undergoing Cancer Treatment

To allow sufficient time for affected individuals to adjust to the changes, customers who made a valid inpatient or outpatient claim under their PRUShield Plan for cancer drug treatment administered between 1 January 2023 to 31 March 2023, will continue receiving their current coverage until 30 September 2023 or later:

  • Customers whose policies are renewing between 1 April 2023 and 30 September 2023, will continue to receive the current coverage of their PRUShield Plan until 30 September 2023;
  • Customers whose policies are renewing between 1 October 2023 to 31 March 2024, will continue to receive the current coverage until their policy renewal date.

Thereafter, these customers will not be able to make a claim on their PRUShield Plan for any treatments not on the CDL, and their claims for CDL treatments will be subject to the revised limits.

Customers who are undergoing treatments not listed on the CDL may wish to discuss with their doctors whether there is a suitable alternative treatment on the CDL. However, if switching to a CDL treatment is not feasible, there is support available for those facing difficulties affording treatment.

  • If you are a subsidised patient, you can approach a Medical Social Worker in your public healthcare institution (PHI) for financial assistance such as MediFund.
  • If you are a non-subsidised patient in a PHI or a patient in a private medical institution, you can approach your doctor to refer you to subsidised care in a PHI, where financial assistance may be available. The PHI medical team will review your treatment plan and provide financial counselling (e.g., eligibility for subsidies) before you decide whether to proceed with the transfer.

B. Keeping Premiums Affordable for PRUShield base plans and premium adjustment to PRUExtra (private plan) riders

To better support you through these changes, we will not increase your PRUShield base plan premiums from 2 September 2022 to 31 August 2024. This does not apply to premiums of IP riders like PRUExtra rider, including riders which have existing claims-based pricing features.

Do note however, that you may still observe an increase in your premiums due to GST which will be adjusted upwards from 7% to 8% in 2023 and 9% in 2024 or if you own PRUExtra riders under Private Plan. You may also observe a premium increase if you are moving up to a higher age band.

There will be premium adjustments to PRUExtra Premier CoPay, PRUExtra Preferred CoPay, PRUExtra Premier Lite CoPay, PRUExtra Premier* and PRUExtra Premier Lite* riders.

Changes effective from 1 January 2023

A. GST Adjustments

Premiums for Integrated Shield Plans (including PRUShield) are inclusive of prevailing GST charges. Please note that GST will be adjusted from 7% to 8% in 2023 and 9% in 2024. Your premium amount will be adjusted accordingly.

B. Enhanced Benefits for PRUShield Plus (Effective 1 January 2023)

As part of our ongoing efforts to improve our plans, we are pleased to inform you that with immediate effect, there will be no pro-ration for outpatient kidney dialysis treatments performed at National Kidney Foundation (NKF) and Kidney Dialysis Foundation (KDF).

Changes effective from 1 April 2022

PRUShield Premier and Plus Changes

A. New Benefits (Effective 1 April 2022)

In keeping up to date with medical advancements and the latest approved medical treatments, Prudential is introducing the following benefits to our PRUShield Premier and Plus plans:

  • Refresh your Policy Year Limit for a different inpatient medical condition when the current policy has reached its Policy Year Limit.
  • Cover congenital conditions for the biological child of a female life assured from birth when congenital abnormalities are diagnosed within the first 24 months (claim limit applies).

B. Enhancement of Existing Benefits (Effective 1 April 2022)

Besides new benefits, we will be enhancing the following existing benefits:

  • Cover Pre-and Post-hospitalisation expenses for Short Stay Ward in a Singapore Restructured Hospital, with a minimum duration of 6 hours.
  • Cover Pre- and Post-hospitalisation expenses for Psychiatric Treatment, in addition to Inpatient Psychiatric Treatment (claim limit applies).
  • Increase in claim limits for Psychiatric Treatment.

C. Premium Adjustments (Renewal from 1 April 2022)

For renewal starting from 1 April 2022, there will be an upward revision in premiums for customers whose Age Next Birthday is 1 to 70.


PRUExtra Riders Changes

A. New Benefits (Effective 1 April 2022)

We are also introducing the following benefits to our PRUExtra Premier CoPay, PRUExtra Plus CoPay, PRUExtra Premier, and PRUExtra Plus plans:

  • Cover Postpartum Outpatient Psychiatric Treatment for up to 12 months from childbirth (claim limit applies).
  • Cover Autism Test for children below the age of 5 (claim limit applies).
  • Cover Recurrent Miscarriage investigation for insured customers who suffered three or more miscarriages (claim limit applies).

B. Enhancement of Existing Benefits (Effective 1 April 2022)

Besides new benefits, we will be enhancing the following existing benefits:

  • Increase in number of TCM clinics for Post-Hospitalisation Follow-up from 17 clinics to 31 clinics.
  • Increase in claim limits for Immediate Family Member’s Accommodation with Child benefit.

C. Premium Adjustments (Renewal from 1 April 2022)

For renewal starting from 1 April 2022, there will be an upward revision in premiums for PRUExtra Premier, PRUExtra Premier Lite and PRUExtra Plus for customers whose Age Next Birthday is 1 to 70.

There is no premium increase for CoPay Riders.


PRUShield Standard Plan Changes

A. New Benefits (Renewal from 1 April 2022)

In response to new requirements from the Ministry of Health (MOH), we will be introducing new benefits for your PRUShield Standard Plan. The new benefits will apply to all Standard Integrated Shield Plans in Singapore and include coverage such as:

  • General and Specialised Inpatient Palliative Care Service
  • Continuation of Autologous Bone Marrow Transplant Treatment for Multiple Myeloma

B. Enhancement of Existing Benefits (Effective 1 April 2022)

We will also be increasing policy year limits (claim limit applies) for selected benefits under Daily Ward and Treatment Charges, Surgical Procedures, Outpatient treatment, etc.
